PBCS planning provides a structured starting point for evaluating requirements, priorities, governance, implementation, and long-term operating needs.

PBCS , also known as Planning and Budgeting Cloud Service, is now called Planning in the Oracle EPM Cloud. PBCS is similar to EPBCS (Enterprise Planning & Budgeting Cloud Service) in that it comes with modular-based Planning features, however, it does not include custom planning, free form planning, or customized groovy scripts offered as Enterprise cloud features.

Today, the cloud offers a more affordable alternative for EPM that lowers both operational expenses (OpEx) and capital expenses (CapEx) because it eliminates the need for companies to purchase software and hardware or hire additional IT staff. With no costly infrastructure to support, resources can be invested in growth opportunities, while employees can focus on more value-added tasks instead of managing IT.

Planning in the Cloud or PBCS is a purpose-built business process that can be is used by both corporate finance as well as operational planners throughout the company (such as sales, marketing, HR, IT, and the lines of business.) It empowers operational planners with flexibility, scalability, and the ownership to plan the way they want, while still offering the transparency and control required for corporate finance.

The solution includes pre-built modules to quickly deliver value to your planning including:

Strategy-
offers a solution purpose-built for scenario modeling. It includes features for side-by-side financial and operational analysis of numerous business scenarios. Users can easily change assumptions, model
logic, and mix-and-match scenarios on the fly in seconds. It can be used by both corporate/group users as well as those in the business units. It also includes robust financial logic for the entire trial
balance (income statement, balance sheet, and cash flow), treasury features, and mergers and acquisitions.

Financials-
a fully integrated financial statement planning solution across the income statement, balance sheet, and cash flow. For example, the integration ensures that changes on the income statement automatically
roll to the balance sheet and cash flow. Importantly, the Financials is constructed into four sub-process that can be incrementally enabled: Revenue, Expense, Balance Sheet, and Cash Flow. This allows
you to use a single sub-process such as Expense planning or any combination of the sub-processes in the module.

Workforce –
this module fits the needs of both Finance and HR as it addresses compensation spend by employee and/or job code and integrates with your HCM systems and strategic workforce planning for a complete solution
to manage employee budgets, skills, and talents now and in the future.

Projects –
offers a planning pattern that is suitable for numerous uses. Project-oriented industries will benefit from the detailed project financial planning process that allows for granular planning for employees,
contractors, materials, and costs associated with large scale projects. Projects is also well-suit for project-oriented departments in any enterprise (e.g. IT, Marketing, R&D, etc.) that need a more streamlined
approach to planning projects.

Capital –
addresses planning needs associated with new and existing assets, as well as intangibles. The module accounts for long-range asset-related impacts across the income statement, balance sheet, and cash
flow. Capital is very appropriate for enterprises that have significant capital assets.

How PBCS planning improves connected finance

PBCS planning replaces disconnected spreadsheets with centralized assumptions, calculations, approvals, scenarios, and reports. Finance gains stronger version control and contributors receive a consistent process.

A successful PBCS planning implementation begins with business drivers, dimensions, integrations, security, workflow, calculations, reporting, and ownership. Representative budgets and forecasts should be tested end to end.

MindStream supports PBCS planning assessment, design, configuration, integration, testing, training, and administration. A phased rollout can start with core financial planning and expand into workforce, capital, projects, and sales.

After launch, PBCS planning governance should monitor adoption, data loads, rule performance, workflow completion, access, and recurring exceptions.
